Starfleet operates under a structured command hierarchy designed to maintain order, efficiency, and effective operations across the Federation. This page provides an overview of the Starfleet command structure.

Federation Leadership

President of the Federation

The President of the Federation is the civilian leader of the United Federation of Planets. The office is located in Paris, Earth, while the Federation Council is located in San Francisco.

Federation Council

The Federation Council is the legislative body of the Federation, located in San Francisco. The Council makes decisions affecting the entire Federation and its member worlds.

Starfleet Command

Commander in Chief of Starfleet

The Commander in Chief (CINC) of Starfleet is the highest-ranking officer in Starfleet. This position oversees all Starfleet operations and reports to the Federation President.

Notable CINCs include Admiral Donovan Cayne, who visited Admiral Ktell at Mars in 2444.

Starfleet Admiralty

The Starfleet Admiralty consists of high-ranking admirals who oversee various aspects of Starfleet operations. Admirals may command fleets, oversee departments, or serve in administrative roles.

Fleet Commanders

Fleet Commanders oversee specific fleets or task forces. The 52nd Fleet is currently under the command of Admiral Remae Ktell, operating from the Mars Defence Perimeter.

Ship Command Structure

Each starship or starbase operates under a command structure:

  • Commanding Officer (CO): Overall command of the ship or station
  • First Officer (FO): Second in command, assists the CO
  • Department Heads: Commanders or Lieutenant Commanders who lead departments
  • Department Officers: Lieutenants and Ensigns serving in departments

Starfleet ships and stations are organized into departments:

Command

The command department includes the Commanding Officer, First Officer, and other command staff. This department is responsible for overall ship operations and decision-making.

Operations

The operations department handles ship navigation, communications, and general operations. This department coordinates ship activities and maintains ship systems.

Engineering

The engineering department maintains and repairs ship systems, including warp drive, power systems, and structural integrity. Engineers keep ships operational and handle technical problems.

Science

The science department conducts research, analyzes data, and explores new phenomena. Scientists study everything from stellar cartography to xenobiology.

Medical

The medical department provides healthcare for the crew, treats injuries and illnesses, and conducts medical research. Medical officers ensure crew health and readiness.

Security/Tactical

The security and tactical department protects the ship and crew, handles away team security, and manages tactical operations. Security officers maintain order and defend against threats.

Intelligence

Some ships include an intelligence department that gathers and analyzes information, conducts covert operations, and provides strategic intelligence to command.
